Maybe I'm mistaken, but I thought this has been brought on the dev list 
in the past. Well the one major thing that has been discussed is 
mapscript. So requiring an additional tag in the mapfile seems small in 
comparison.

I think this has been discussed as part of the mapscript changes and 
RFC-24 and some others. But discussions are just that, and not 
necessarily decisions. And maybe we are backing off that. I'll let Steve 
and others jump in at this point.
