Weighted Overlay Analysis

Hi,

I am a newbie to Mapserver. I am trying to figure out the way to do weighted 
overlay analysis in MapServer. In this analysis, User will choose layers and 
software will overlay these layers using a common scale and weights each 
according to its importance.

I have ESRI data both in Vector and Raster Format. I am wondering if 
somebody knows how to do it in mapserver (or if this is not possible in 
mapserver, may suggest some windows-based open source tools which can 
serve this purpose).
