msWriteMapContext and MS_DELETE

Hi list,

today I ran into the issue that msWriteMapContext does not ignore MS_DELETE
layers, whereas msSaveMap does, I have opened up a bug with a patch, so
hopefully somebody can look at this and incorporate it into CVS.
