RFC-24 Mapscript memory management: call for comments

Thanks to all and in particular to Tamas for the thoughts.
Unless there are further comments I am going to modify rfc24 as follows:

- add modifications of layers, classes, etc arrays in arrays of
pointers or lists (any suggestion here?)
- add reference counting
- drop item 2.1
- keep parent back-refences in the wrappers to address 2.2
- update 2.3 to take reference counting into account
