MS-RFC-17: Dynamic Array Sizing

I have brought Frank's RFC-17 back to life (Dynamic Array Sizing of 
symbols, layers, styles and classes). It seems that most of it was still 
applicable after the RFC-24 changes, which actually paved the way to 
make RFC-17 easier to implement, so only a few minor changes from the 
original version were required.

I'd like to get your feedback before we vote to adopt and implement it 
in MapServer 5.0:

Question to the SWIG MapScript experts, and especially Umberto: can you 
please review the comments in the backwards compatibility section and 
comment on whether this issue which was in the original RFC-17 has been 
solved with RFC-24 by enforcing the requirement to use the proper 
add/insert methods to create new layers, styles and classe in SWIG 
MapScript?
