RFC 32: AGG Renderer (draft)

The FORMATOPTION doesn't belong with the AGG stuff. It was related but isn't specific
to AGG at all, nor is it significant enough to warrant a separate RFC. (IMHO)

We must make sure it is documented though. Ticket 2096:

  http://trac.osgeo.org/mapserver/ticket/2096 

is still open to track the documentation. I just updated it to reflect the current status...
