Motion to elect Daniel Morissette as the release manager of the mapserver 5.0 release

Dear PSC members,

Since MS RFC 34 has been adopted the next step is to promote a release
manager for the upcoming release.
I propose Daniel Morissette to be the release manager of the 5.0
release. I'm sure his expertise will guarantiee the success of this
release.

I'll leave Daniel the role to issue a call for volunteers for "release
manager in training"
  and QA/testers when this motion is adopted.

I'm starting the vote with a +1 on my side.
