Motion: Rename map.h to mapserver.h

Hi everyone,

One last minute thing before the feature freeze: we talked about 
renaming map.h to mapserver.h so that we can someday have a "make 
install" of mapserver that won't collide with other header files with 
the very generic name of map.h.

This has even been discussed in a ticket in the past:
https://trac.osgeo.org/mapserver/ticket/1437


Please consider this email a motion to rename map.h to mapserver.h. If I 
get enough votes and no -1 before the feature freeze (i.e. tonight) then 
I will make that change.
