No, that was not an official call for (new) volunteers yet, but you (and 
other users) are welcome to start testing as soon as you are ready, 
report issues via Trac (and notices here as well if they are serious 
ones), and your success/failures in the checklist at 
http://mapserver.gis.umn.edu/development/release_plans/mapserver_5_0/mapserver_5_0_qa_checklist
