Perhaps a MS_DEBUGLEVEL environment variable could be used to set a 
default debug level for the mapObj (this value would affect only the 
mapObj debug level but would not apply to layerObj debug level). As a 
mapfile is read, if it contains a different DEBUG level value then the 
value in the mapfile would take precedence, but at least that would 
allow you to get some debug output from the beginning of MapServer's 
execution.
