Result of vote on MS-RFC-27: Label Priority

I just realized that I never summarized the results of the vote on 
MS-RFC-27, the addition of label priority.

The vote was completed on May 25 with +1 from DanielM, SteveW, SteveL, 
YAssefa, UmbertoN and FrankW so the RFC is adopted and this will be 
added to SVN trunk in the next few days.
