Add manifest support to makefile for Visual C++ 2005

Folks,

I've opened a bug related to the Visual C++ 2005 builds for supporting
to embed the created manifests into the corresponding dll files.

The issue was taken out of the corresponding gdal bug

(I've forgot to rename GDAL to mapserver, apologies)

I think that no RFC should be created since the changes are trivial
and have been trusted from the gdal side.

So it seems to be a right time to call for a vote on this.
