I don't know if a vote is needed on this since it is effectively
just a bug fix with no bad effects. The "if exist $(MAPSCRIPT_DLL).manifest
mt -manifest" technique has worked very well in GDAL, not causing any problems
for older copies of visual studio so I am fully in favor of the change.
