Conversion of mapogr.cpp to use OGR C API

I am about to start work on the conversion of mapogr.cpp to use the OGR 
C API instead of C++ calls:

This is a relatively straightforward conversion that doesn't affect 
functionality. The most noticeable impact will be that mapogr.cpp will 
be renamed mapogr.c (and will lose its CVS history).

I don't think that a RFC is required for that, but I wanted to check 
with the PSC members anyway before starting. If anyone feels that a RFC 
is required then please speak up ASAP, otherwise I will go ahead and 
simply document my work in bug 545.
