I'm not sure what is wrong with:

trunk/mapserver
trunk/msautotest
...
branches/4.10/mapserver
branches/4.10/msautotest
...

If you just want mapserver it is as easy as:

svn checkout http://svn.osgeo.org/mapserver/trunk/mapserver mapserver

The msautotest is directly associated with a version so I'm loath to
recreate the whole version hierarchy.

I'd add that it is substantially harder to track back through revisions
through a move operation, so I wouldn't want to restructure things without
a fairly compelling reason.
