Subversion cleanup

Hi,
The br_ows_context_ie branch contains some code to support OWS Context 
instead of MapContext in MapServer. It was done as an experiment and was 
never added in the main trunk because the OWSContext specification was 
not final yet. Can we keep there until there's more work on that spec?
