[mapserver-dev] RFC 41: Support of WCS 1.1.x Protocol

Folks,

I drafted this RFC about adding WCS 1.1 support some time ago but neglected
to bring it to a vote.  I would like to do so now, but first I would like to
give folks a day or two for review and feedback before a formal motion.

Feedback here, or privately is welcome.

While the contents of the RFC are largely already implemented and in SVN
trunk, I'm quite willing to revise things based on feedback as long as it
doesn't dramatically alter the scope.
