[mapserver-dev] Motion to extend commit rights to Alan Boudreault

I declare this motion passed with +1 from and Frank, Tamas, SteveW, Tom, 
Jeff, Assefa, Umberto and myself.

I will take care of setting up Alan's SVN access and updating the 
COMMITTERS file.
