Updating the MapServer README...

For this one I would move:

"This file contain utility functions that come from the GDAL/OGR cpl
 library. The idea behind it is to have access in mapserver to all these
utilities, without being constrained to link with GDAL/OGR."

up to the purpose section as that's not particularly descriptive as is. Then I'd leave the 
"Notes:" section "as is".
