[mapserver-dev] Standardized header: Relicensing with permission

There are two files in which a note was added to say that the code was 
derived from shapelib:  maptree.c and mapxbase.c.  In only one of them 
(mapxbase.c) it is specified that it was relicensed with permission.  
Should we be more specific by writing who gave the permission?

Should we add this note to the maptree.c file too?
