[mapserver-dev] Standardized header: pygdioctx

All,
The pygdioctx.c and pygdioctx.h files are special cases. They can be
found in mapscript/python/pygdioctx. You can see their header below.
These files already have an existing license but the MapServer license
is not present. Should we add the MapServer license along with the
copyright set to the developer?
