[mapserver-dev] Call for vote on RFC 40

I'd like to hear what Daniel is thinking but most of the improvements I can think
of regarding labeling have to do with either:

1) fine tuning placement (fractional label point positions or non-overlapping path
following labels)

2) label processing to do things like commifying numbers

This proposal doesn't hamper the work in those areas. 

So, I really can't think of too much to add to the proposal. I would rather see MAXLEN 
become MAXLENGTH in keeping with the tradition of being verbose with keywords.

I can live with the ugly right justification since 99% of the use will be "center" anyway.

So, +1 for 5.2...

I have got a few suggestions of labelling improvements from users and 
before casting my vote I'd like to see how they relate (or not) to this 
RFC. I'll try to do that and get back to you all ASAP.
