[mapserver-dev] Attempt to fix #1706

Could the following patch be applied?

Anyway, there is a minor issue with this patch. Since it writes all path 
coordinates with 2 digits after the comma, it inflates the file size of 
teh SVG file, even if full resolution is not wanted. Unfortunatly, I do 
not know, how to guess this setting from within function 
mapsvg.c:imagePolyline(). I could make the variable bFullRes module wide 
and set the parameter from mapsvg.c:msTransformShapeSVG().
