[mapserver-dev] Clarification on RFC 44 changes

In keeping with some of the security changes I think allowing changes to where
temp files are created is a bad idea, plain and simple. The only reason it was allowed
was to support the Itasca demo that used it to ease configuration. I was planning 
on releasing a new version of that demo anyway for 5.4, it's time.

I can re-add those keywords if folks think it's ok, but I'd rather keep the changes
I made in beta4.

To answer the question, you can't do this in 5.4, you have to set the WEB object
correctly.
