[mapserver-dev] MS RFC 30: Support for WMS 1.3.0

Hi all,

  I have updated MS RFC 30 document  (WMS 1.3.0 support) 
(http://mapserver.gis.umn.edu/development/rfc/ms-rfc-30) with more 
details as I went through the different OGC specifications related to 
wms 1.3.0) There are still some open questions and I can hopefully 
address them as I am doing the implementation. Please also note that 
some details/discussions are also available at 
http://trac.osgeo.org/mapserver/ticket/473.
