We greatly appreciate the support from the mapserver development
community.  

I've put together a google spreadsheet with all of the data that I have
collected for diagnosing the performance of using the "ANGLE FOLLOW"
attribute.  The link is below.  I've also attached the updated php and
mapscript files that used, the data and everything else remains the
same.  These can be dropped into the original test set

the paths to fit the different OSes).  

I did the testing using the following commands:
Windows: timethis shp2img -m test2.map -o image.gif
Linux: time shp2img -m test2.map -o image.gif

According to my test results, it looks like ms4w 3 beta 7 is slower than
ms4w 2.3.1.  Versions 5.0 and 5.4 on Linux appear have similar
performance characteristics (please note that I tested the 5.0 version
on the Rackspace cloud 256MB, so its not a direct comparison but I think
it shows the performance was an issue even at the 5.0 release).

Let me know if you would like me produce any more test results.

Chris,

Maybe I missed this, but can you state your shp2img draw time results
for MapServer 5.4.2 on Windows and Linux for your test dataset?  Are
they the same?  If yes, then are you saying that the problem is with
MapServer 5.4.2 only?
