Because it's not a UI -- it's an API. We're talking about creating something
that would do the equivilant of writing mapfiles. GeoServer has the benefit
of a built in persistant storage that replaces mapfiles, so they can write
an API to that backend. 

A UI component could be written to use that API to create the equivilant
of mapfiles.
