I'm seeing the same behavior using the 

OUTPUTFORMAT 
    NAME "png" 
    MIMETYPE "image/png" 
    DRIVER "GD/PNG" 
    EXTENSION "png" 
    IMAGEMODE RGBA 
    TRANSPARENT TRUE 
END 

Using a customized build of 5.6 (customizations are not in the rendering
code, they are limited to pre-processing the map file before the CONNECTION
to the DB is executed). 

Icons literally go completely white when scaling them down to 25% or less of
there original size.
