[mapserver-dev] Motion: Grant Even Rouault MapServer Commit Access

Folks,

Even Rouault has been the leading contributor to GDAL now for a couple years
and has also contributed many patches for MapServer in the last few years.
In order to make it easier for him to directly fix things in MapServer I
would like to grant him commit access.
