Hello Jeff,

I read the translation guide and was told to write to you for access previlidge. 

I would like to translate the USER GUIDE into Chinese. And my OSGeo user ID is: tangyizz, and email is tangyizz at qq.com. I use Windows and have TortoiseSVN, Python2.6, Sphinx1.0.7, GNU make and Notepad++ installed on my system. I have prepared to do some work.
