Currently I,J are treated as X and Y without looking at the axis order.
I have added http://trac.osgeo.org/mapserver/ticket/3720 and will add a
patch later today to inverse the I,J values based on the map projection.
I am wondering though how clients (such as QGIS, OpenLayers) interacting
with MapServer send these values for the 1.3.0 versions.
