Hi Steve,

Yes this is something that we added during the code sprint, an 
svn:external link to a file (in this case the docs SVN now pulls in any 
changes automatically from the source migration guide).  It requires a 
local Subversion of 1.6 or greater (long story short: upgrade your 
subversion library).
