[mapserver-dev] Motion: Add Mike Smith to PSC

Motion: I move that Mike Smith (US ACE) be added to the
MapServer Project Steering Committee.

Mike has been very actively involved in the project for
many years now, and has contributed to many of our
discussions.  I would like to see his role formalized by
PSC membership.
