You need to use a symbol in order to have the points rendered

   SYMBOL
     NAME "circle"
     TYPE ellipse
     POINTS
       1 1
     END
   END


   LAYER
   ...
     CLASS
       STYLE
         SYMBOL 'circle'
         COLOR 100 255 80
         SIZE 1
       END # style
     END # class
   END # layer
