[mapserver-dev] legend problem with label annotation

Steve: this was first reported by the Orkney team in Japan, a few weeks 
ago on the MapServer list 
(http://lists.osgeo.org/pipermail/mapserver-users/2011-December/071138.html), 
I'm now talking to them to create a test package so I can test their 
patch.

They also reported a label problem and provided a patch: 
http://lists.osgeo.org/pipermail/mapserver-users/2011-December/071137.html

I'll file a ticket once I get their test package.
