[mapserver-dev] Interpretation of STARTINDEX in WFS : GeoServer and MapServer disagree

Hi,

For your information, I've initiated a discussion on geoserver-users about if
STARTINDEX should start at 0 (GeoServer 2.1.3) or 1 (MapServer 6), small
difference which impacts interoperability of course.

The dicussion becomes very interesting/confusing. Apparently the author of the
WFS spec wants to push a change request to make it clear that it should be 0 (,
whereas someone from IGN already has pushed a change request to ask for it to be
