Just throwing this out there as something that occurred to me when I 
started playing with label leaders:

Leaders are put on a class, as far as I can tell.  However, since a 
class can now have multiple label blocks, would not not make more sense 
for a leader to be put on a label instead of a class?

Back to testing I go...
