I'll do more review today. I think #4011 is on the right track and would prefer we commit and then iron out kinks if necessary during the beta. I don't have any big issues outstanding, just a few small bugs.

The issue is almost resolved for a beta release. I'm waiting a last comment from steve to commit. But it's mainly done. For my part, I did most of the tickets I wanted. The only thing I need to fix before the beta are some issues about my last big php mapscript update we discovered when testing. Doing my best to get this done this week. The xml mapfile can be updated during the beta.
