[mapserver-dev] [motion] enter 6.2 release cycle

Devs,

Given that the major issues that where preventing us from releasing
6.2 have now been ironed out, I believe that we can enter our usual
release phase, as documented at
https://github.com/mapserver/mapserver/wiki/MapServer-6.2-Release-Plan/

The documentation of our release process needs to be updated with the
tasks induced by our switch from svn+trac to git+github. I will take
care of updating RFC34 (release management), RFC7.1 (comitter
guidelines), and other miscellaneous docs in the coming days.

These are the proposed release dates:

* branch-6-2 creation, 6.2.0-beta1 : Fri. June 29th, 2012
* 6.2.0-beta2 - Wed. July 11th
* 6.2.0-beta3 -    Wed. July 18th
* 6.2.0-rc1 -  Wed. July 25th
* 6.2.0-rc2 -   Wed. Aug 1st
* 6.2.0 (final) -  Wed. Aug 8rd

The branch creation and beta1 release will diverge from our usual
Wednesday release scheduling, in order to account for this motion's
voting period, and account for the 4th of July being a day off in the
US.

I propose that we adopt the MapServer 6.2 release plan at
https://github.com/mapserver/mapserver/wiki/MapServer-6.2-Release-Plan/,
with a branching and beta1 release date of June 29th, 2012, and a
release date around August 8th, 2012 with Thomas Bonfort acting as
Release Manager.
