[mapserver-dev] Link to FOSS4G 2012 on MapServer website

MapServer PSC,

Someone pointed to me that the mapserver.org website still points to 
FOSS4G 2011 and that it should be updated to point to FOSS4G 2012 (even 
if that website is not complete yet).

If there are no objections then I would like to make that change in the 
next few days.
