[mapserver-dev] fix for #4231 Windows testers wanted AND minimum swig version required

Devs, I have committed a fix for

https://github.com/mapserver/mapserver/issues/4231

for both Windows and GCC platforms. I have personally tested the GCC
version, but not having access to a Windows build environment I have to ask
someone else to verify that the code still builds (w/o warnings) on that
platform.

While working on this I have noticed that we now require swig > 2.0.0 to
build python bindings and I'm wondering why we do require such a recent
version since I have built it and run successfully with swig 1.3.x
(manually modifying the makefile).
