[mapserver-dev] RFC-86: scale dependant DATA substitutions

We would find this very helpful in our operations. We often have multiple
layers with different scale dependencies and this would make multiple
operations much simpler. I like the approach and haven't come up with a
situation that wouldn't for us except for the situation where you have one
geometry type at one scale and another at a different scale. I think those
should probably remain 2 separate layers.
