[mapserver-dev] packaging repository

In order to centralize packaging scripts and allow wider collaboration
on them than just core developers, I have created a packaging
repository at:

https://github.com/mapserver/packaging

Stephan is a repository admin, and in addition to core commiters,
commit rights have been opened for Angelos (for SUSE) and Peter (for
ELGIS).
Additional packaging scripts are welcome and can be submitted through
pull-requests or by requesting commit rights to me.
