[mapserver-dev] MapServer 6.2.0 beta3 release

Mac Homebrew users can test this beta by running:

brew install https://raw.github.com/mapserver/packaging/master/homebrew/mapserver.rb

This installer is in it's early days, any feedback more than welcome.
