Hi Jeff,

the more, the merrier. I can initiate the doc changes and let do improve them.

Regarding setting up test services, if you don't need Inspire metadata or custom
stored queries, a mapfile compatible of WFS 1.1 can be reused without any
modification.
Regarding Windows building, there should be no difference w.r.t building
MapServer for WFS 1.1 (needs at least libxml2, as well as GDAL/OGR CPLMiniXML
for XML parsing in some places, like decoding of POST XML requests or Filters)
