[mapserver-dev] moving MapServer OGC Web Services workshop to GitHub

For the record, what spurred this was when i remembered to tell Tom this
morning that I updated and used this workshop for recent 6.2 training.

CVS-ing these changes now, and then will jump to git!  woot!
