[mapserver-dev] moving MapServer OGC Web Services workshop to GitHub

Thomas: I erroneously made a test push to this repo which has issues.  Can you delete the repo and can we start over?  Sorry, I will do tests in a temp repo in my own space and push the final migration to ms-ogc-workshop again.
