[mapserver-dev] RFC99: Remove GD support in 7.0

Another side-effect which is documented but perhaps some readers of the 
RFC may have overlooked, is that it will no longer be possible to 
produce GIF output at all.

One could implement encoding to GIF through an 8 bit AGG renderer and 
libgif, but I don't think that is in Thomas' plans.
