[mapserver-dev] RFC104: BITMAP label removal

Devs,
After the discussion that happened on this list a couple of weeks ago,
I have formalized RFC104 that you can find here:
http://mapserver.org/development/rfc/ms-rfc-104.html .
Given the discussion around this has/could have already happened in
the initial email thread, I'll be calling for a vote for this in this
coming week if no further comments arise.
