[mapserver-dev] Add some simple case modification functions to the expression parser (#4255)

Hi Devs,

We need to implement the upper/lower/initcap/firstcap expression functions
according to #4255 <https://github.com/mapserver/mapserver/issues/4255>.
I've prepared a pull request to implement these ones.
